Present:

Co-Chair Greg called the meeting to order at 6:50 PM. He introduced welcomed Bridlemile members and noted that PBEM is considering possible unification of neighborhood NETs as a means of dealing with ongoing recruitment issues as well as “spreading out” of various duties and tasks.
Announcements:
- Homework update
- Study phonetic alphabet for radio communication – NATO phonetic alphabet for details.
- Review materials for “marking doors” in the event of an emergency.
- Elizabeth Conrad provided a report of the advanced training sponsored by the Markham NET held on 10/13/17. Nighttime Advanced training exercise covered Interior\Exterior Search & Rescue, Victim Removal/Extrication, and Triage.
- Confidentiality within NET is critical and moving forward there will be a Non-Disclosure Agreement regarding confidential information, i.e., names, addresses, phone numbers, etc. Currently we’re only using WordPress for webservices/email, Google Docs for document storage and MailChimp for communications.
- What are our options when water is NOT available? Kath B. reported on emergency access to use of water hydrants in event of any disaster. PBEM advises against individual training of NETs to use hydrants. Capt. Ron provided an update on the City of Portland’s water emergency management plans from a 9/26/17(1900 hrs.- 2100 hrs.) class at PDX training center taught by the Water Bureau. - Portland Citywide Land Use Group Meeting Monday October 23 2017 1900 SW 4th Ave Room 2500a Dealing with disasters led by Bonnie McKnight. Nobody volunteered to attend.
- It was decided that Hayhurst NET will decline on requesting financial assistance through Hayhurst Neighborhood Association due to the limit being $600.00 max under the containment unit desired and secondly due to not yet having an independent bank account for our group to track donations legitimately.

Discussion/Training Topic
Amateur Radio Operator (ARO) Randy Brown, KI7HCW, provided an overview of Using Radio Communications and Radio Test Scripting explaining how Hayhurst NET will communicate following activation along with coordinating a hands-on radio drill. The drill will test range/clarity for 2watt GMRS simplex transitions and “relaying” at a high-elevation-point. An article was published to help introduce everyone to communications. To help redefine the Ops Plan communications guidelines it was decided the INCIDENT RADIO COMMUNICATIONS PLAN ICS-205 will update the Ops Plan in the appendices noting further details regarding GMRS/FRS channel 4 communications information. Drill Instructions:
This annual radio drill is intended to be an opportunity to practice radio skills and to see if we can communicate throughout the neighborhood on FRS/GMRS. To participate in this test you will have to borrow an FRS/GMRS (2 Watt) radio from us before the test (unless you already have one) and that for about a half hour you would have to walk somewhere close to your home with a radio, turn it on, tune it to channel 4, check in when prompted, and stay there until the test is complete. At the beginning of the test you will hear something like “This is NET control for the Hayhurst Neighborhood emergency team conducting a radio test. If you are not part of this test please give us a clear channel for the next half hour. If you must have access to this channel, please come back now. PAUSE. Ok for members of this test, I will be calling your location numbers sent to you in the last email. When you hear your number, please respond with “NET control this is number (your number) at the location (give street location). Over.
